When New York raised the tax, the effects on smokers were immediate, and they not include quitting.

- A black market in cigarettes erupted overnight
- White Eyes headed for the Indian Reservations to buy untaxed cigarettes by the case
- Government receipts from the tobacco taxes plummeted
- Lines of trucks were likely going down I-90, a/k/a Tobacco Road, to lay in a supply of cheap North Carolina cigarettes
